if a country is denied access to computer chips and computer chips technology because of trade war or other restrictions, 

then that country could still use older computer chips technology to produce industrial products, 

but that country would not be able to produce high end consumer products such as: mobile phones and gaming computers that are able to compete on the international markets 

computer chips for industrial use don't need the smallest transistors or the fastest speed
