cybernetic viruses could be used to manipulate dna of all wild fish so that they could split water molecules into oxygen and hydrogen and thereby breathe more air, 

which would make it possible for more fish to live per cubic kilometer of water, 

and it would make it possible for fish to survive in deeper and darker waters, 

which would significantly increase amount of fish in all oceans and waters, 

which would give fishing industry an oversupply of fish 

and it would make it possible for locals to get all their food from catching fish, 

which would decrease starvation in all coastal areas
