older aircraft carriers could be used as stationary naval logistics hubs in safe waters, 

where large quad vtol bomber aircraft land to refuel and rearm 

and those naval logistic hubs could be supplied with large quad vtol transport aircraft 

that system could provide other options than airfields in different countries
