according to media the human biological brain consists of 86 billion neurons 

if a femto machine is smaller than an atom and an android brain is made of femto machines 

because 1 trillion atoms fits inside the size of a human biological cell 

that would mean that when an young android fetus has a brain the size of a cell, then that android fetus brain would have atleast 1 trillion neurons which is more than 10 times the amount of what an adult human has
