country A and country B are enemies against each other
if security service of country A works in country A
and intelligence service of country B works in country A
the something is going to happen
but if only security service of country A works in country A
and only intelligence service of country A works in country A
then nothing is going to happen
and if nothing happens, then some parts of country A's security service and intelligence service will not be needed
