if every country has one military, one intelligence service, one security service, one police force and related organizations, networks, cells and so on, multiply all that with 200 
that would be a lot of structures 
which means that if only a few of those structure are somewhat competent, 
then the rest of them would not be competent enough 
that leaves room for a lot of misunderstanding
