when to use technological advantage

when a country has a technological advantage, 
it hides that advantage and only uses that technological advantage covertly when necessary 

using that technological advantage in civilian commercial industry would make technological advantage known not only to friends and enemies, but also to a country's population and a population asks questions 

dilemma is that not using technological advantage in civilian commercial industry hampers development of a country
