russian companies could get arm licences and design their own arm cpus and produce them in china 
or russian companies could take a risk and get risc-v licenses and design their own risc-v cpus and produce them in china 
risc-v likely has bigger potential than arm in embedded, iot and industrial markets 

russia can't rely on trade with usa, eu and usa allies,
