high performance cpu core without all the unnecessary transistors x86 has

is it possible to design a high performance cpu core that is more simple than a x86 core, with less fluff 
example: high performance risc-v core in a 10 core cpu 

instead of going low performance core in a multi core cpu with hundreds of cores
