my personal guess

with all those vast amounts humans in different networks, 

if those humans are unable to find and deal with targets of any value 

and those humans are unable to recruit any targets of real value 

and those humans are unable to establish friendly relations with target 

then what have those humans really done for the last 41 years? 

from my personal experience, humans mostly try to abuse person and/or destroy person's private life and/or use justice system to entrap person 

but my experience regarding humans might not be usual
