invest a lot of money and incompetent humans will show themselves

the reason that different intelligence and security services in different countries have got so much money and resources for some considerable time is not because intelligence and security services do anything of value, 
it's just a way to find and get rid of incompetence, 

to let humans do enough mistakes so that they learn from their mistakes, 
does not work effectively
