probably because usa prefers friendly, docile neighbours a buffer against different eventualities while the core, usa is protected long term
why did never russia split up in 3 different countries: western european russia, middle muslim russia and eastern asian russia?
probably because sooner or later through fighting a new russia would have formed with the same territory like before
if russia expands too much, russia will just burst into smaller countries and a few of those smaller countries will just start fighting with each other until a new russia with the old territories form again
