my opinion regarding what different ministries of justice in different countries should avoid doing

in my opinion, it would be stupid if ministries of justice in different countries started investigating their own intelligence service, security service and military, because it wouldn't lead anywhere since that would basically interfere with national security, rather it would harm both countries and populations concerned 

I speculate that some if not most countries have mechanisms dealing with incompetence and treason within certain bodies of a country's government
