how to build a union/federation of countries in a troubled region/continent

most regions have countries separated into two bigger factions: political, religious, trade and so on,

keep those factions, use those two bigger factions to form blocks in a union/federation of countries

keep a few troublesome countries outside of the union/federation, but give them full union/federation benefits: trade, some freedom of movement, cooperation about infrastructure, investment and so on
