unrighteous humans can't be changed, 
unrighteous humans are unrighteous before they do a unrighteous action/communication, unrighteous humans can't even be changed with exotic technology cybernetics since that would terminate their entire personality and replace it with a different personality with the same memories and the new personality would be disgusted by those memories

for the last 40 years, I have organized most countries to deal with this issue: 
unrighteous humans get jobs that seem to have some power, influence and authority, but in reality are without any real power, influence and authority so that unrighteous humans think they have power/authority and when unrighteous humans try to abuse that power/authority by doing unrighteous action/communication, 
which is of course what androids are waiting for, then androids take notice
