ensuring money flow goes to people in need

if a person wants to donate money to prevent poverty 

then person could pay more taxes, but government would probably just waste money on secret weapons research and education for humans that don't need education 

and of course different very expensive security initiatives that are just a waste of resources 

if person donates money to big help organizations, there is a non significant risk that help organizations will just waste money by either creating more bureucracy by hiring more personel which are not needed 

and those advertisements that help organizations use are not cheap 

and those personel that give pamphlets telling people to donate, those personel likely get a salary 

too small help organizations would not be able to handle big sums of money and would likely be robbed and/or extorted if they received large sums of money 

many small and medium sized help organizations that received small and medium amounts of money would probably be most efficient 

but then again when many billionares and many millionares donate, then there will be many large sums of money 

so a few financially professional organizations would have to distribute the vast amount of money to small and medium sized help organizations that are efficient at performing help to people in need
