but the person does not help the kid because the person could be suspected of trying to kidnap the kid, 

so the person does not help the kid, 

the person feels shame, 

the kid feels alone 

that every person in the city/country voluntarily has an app on their phone that shows that they are trustworthy is not enough, because a trustworthy person might change it's mind for different reasons 

a more effective solution is that every person in city/country voluntarily has an app on their phone that makes the person judicially responsible of the kid if the person chooses to help the kid
