countries thare enemies today might not be enemies in a thousand years,
I plan accordingly.

wht should I give some countries the instruments so that they can wipe out their enemies effectively or be wiped out by their enemies effectively 
if there is no long term gain for me thereby.

if humans are wiped out in a few countries or continents, then those countries or continents will be populated by other humans and within a thousand years those humans will likely be enemies with other countries yet again and the cycle would repeat itself.
