isn't growing up with both a father and a mother the best vaccine against future crime, atleast if you look at family structures up until the 1950's

if father and mother refuse to live together then the children should live half of the time with the father and half of the time with the mother and the father and the mother should be forced to live in the same city until the children are 18 years old.

those rare cases when the father and/or the mother is abusive there can be multiple surveillance cameras with microphones in every room and personel on standby ready to live with the family until the father and/or the mother calms down, but not to take the children away.

after a few generations the social problems will decrease so much that mental and physical abuse within families will likely disappear.
